Banette can shuffle Energy around whenever it feels like to rotate its tools or help a teammate while still dealing damage, so it's really not as restricted as you'd think.
Meanwhile, your opponent has to worry about Shuppet sniping any of their benched Pokemon, or Banette forcing them to burn through valuable Item cards or Retreat every time it uses Will-o-Wisp.
