Yes, the Gen 1 games were pretty unpolished, but that's because they were made on ancient hardware by a small team of developers who had very little experience making games. The three founders of Game Freak (Tajiri, Sugimori, and Masuda) weren't game designers by trade. They were a writer, artist, and musician who were simply fans of video games, and started Game Freak as a magazine. What they accomplished with Pokemon is phenomenal, and one of the best "behind the scenes" stories in video game history. All the games in Gens 2-5 were pretty well made, even if there are valid criticisms to be made. It was only in the 3DS era when TPC shortened the development cycle that the games started to feel unpolished again.
