The former classification is refered to how a team of 6 works and how it aims to win, while the latter means what is the role of a particular pokemon depending on its set.

So no, you can't say a mon is stall or is HO the same way you wouldn't say "this team is a sweeper". It makes no sense. You can say that a mon is mainly used or fits better in a certain archetype, but you should provide usage data or something that supports your opinion. So stop with the meme already, will you?
