Because of some sort of ghostly energy or just a rare special thing when she was born that gave her those human assets. The character and ghost girl could be exploring and sleeping in an old house for the night and the house's energy makes her more bold and confident about revealing her feelings? Could make her give the main character a boob job/butt job, or a ribbon job?
I don't have a lot of ideas right now but if you need more I will try to think of more.
