RNG manipulation is basically down to using a timer and pressing a button at the right time. You aren't editing the game or changing its files directly. Plus RNG manip is its own pain in the ass process. On the other hand using PkHex or generating a Pokemon uses a third party program to directly edit the game's files, which is cheating. There's little difference between using PkHex or a Gameshark/Action Replay.
Granted I really don't give a fuck about comp in general, but I have used RNG manip to shiny hunt in Colosseum. It sucked was but it's less painful than trying to reset for months. If I just generated a shiny with all the Ribbon Master ribbons it wouldn't have the same sense of accomplish, personally.
