Has all the moves it needs except Shadow Ball, but Hex might be better used in conjunction with Inferno when you figure it can't miss and is guaranteed to burn. Shadow Ball is a better option against Fire types though. Hypnosis and Dream Eater, Dark Pulse, Extransensory or Psyshock, Solar Beam, Nasty Plot. Besides Shadow Ball the only other move I think it deserves is Morning Sun so it's not so one dimensional.
