ORAS expands on this notion by bringing attention to the lives of the Pokemon that were used to power the weapon. It's not that Xerneas/Yveltal were the only thing that could power the ultimate weapon and act as a catalyst for mega evolution, it's that Xerneas/Yveltal happen to be able to control Pokemon bioenergy which was appropriately coined with the term "Infinity Energy"

The weapon ran using Infinity Energy which Xerneas and Yveltal control the flow of, and Infinity Energy proper is found in all Pokemon as their life energy; there are external sources of Infinity Energy such as the sundial from Anistar which came from space. Guess what also comes from space? Meteors. Rayquaza can Mega Evolve because it feeds on meteors, and the catalyst for Mega Evolution are bonds which is why the Draconids were capable of channeling their bond with Rayquaza into it.
Many people misinterpret the Delta Episode as having retconned anything, when all it really changed was that Mega Evolution would have been possible in RSE but in that timeline it hadn't been discovered yet. Poketuber headcanon is moot.
