We really need reboot. Not in terms of design of Pokemon but complete remake of abilities and movesets. Return to gen 1/2 philosophy Where Pokemon has mostly natural attacks and TMS allow them to do cool shit. But make movesets actualy feel different for every mon.
Sometimes it is created by good move + unique ability (Petal dance + Own tempo), sometimes unique move (that should ALWAYS be move worth using)
Abilities should fit ingame lore. The Dex entries should hepl player making propper movesets. Nidoking is great example - Its a pokemon that is said to mainly use TAIL in battle. Let it learn all tail moves AND give it unique ability that allows using tail moves better than any other pokemon. THERE! SIMPLE.
Yes so far it would take a long time, but they cen easily fix stuff like this in meantime.
