It's because it's flooded in HGSS. The trees follow the layout from the original games. I guess they thought the lake wasn't big enough when making HGSS and decided to just overfill it.

On Wednesdays, provided you have defeated or caught Red Gyarados, the rain will stop and the lake will go back to its GSC layout.

One critique I have is that the "borderless coast" is only for the bottom area of bodies of water, to give the illusion of height. I think it'd be better to use one line of dirt in the ramps, and two were you can't climb.
But I'd still be way more excited to replay it like that than I was in my first playthrough.
