Its likely for Pokemon that are popular with fans but Game Freak doesn't consider them worthy of getting battle-power up forms for one reason or another so they get regionals as a consolation prize.
>>57399967If Game Freak cared about starters other than KANTOOOOO's being lackluster in comp they could have given them megas or just skipped the gimmicks and buffed them directly. Its less that regionals go to shitmons and more that regionals tend to go to Pokemon that have been long neglected and pokemon that are neglected are tend to be shitmons.
>First stages were more popular than their Final stages.Typhlosion outright breaks this rule and Decidueye is only a hair less popular than Rowlet and its more that Rowlet being extra popular rather than Decudueye not being popular.
