Its dex entry states it lives in the ocean, yet it has only a pure electric typing. plus, you only encounter its pre-evolved forms floating around inside of Chargestone Cave. I don't see any fucking water in there.
It has Levitate for what appears to no reason other than Gamefreak's retardation. It's still not even good in competitive play.
