There is no card text on Baxcalibur that indicates its Basic form is Frigibax and there is no card text on Frigibax that indicates it actually evolves.
In the context of a less popular franchise, Rare Candy would be a ruling nightmare that would at least require you to reveal the middle stage exists during resolution.
