Filled with strong trainers constantly squabbling with each other for power, the player has to find a way to navigate that clusterfuck and get them all to calm the fuck down or whatever (presumably by being the strongest because gameplay, but a good writer could add a bit more nuance to the narrative). As far as antagonists go, the idea would be about creating strong, memorable characters with individual goals instead of tying everything into a top-down structure focused on some grand evil plan or the legendary of the day where by design more than 75% of the team has to be irrelevant. Slap on a message about appreciating the power of friendship with Pokemon and you've got yourself a game.
