After transferring any Pokemon from Go and beating the Elite Four, an event will unlock in Cinnabar Lab. A scientist will tell you they have discovered a new Pokemon, they will then give you Meltan. You need to catch several more (10-15) in order to evolve it. The Meltan will be scattered around the overworld, mostly in caves and man-made structures (Power Plant, Cinnabar mansion, etc).
