I think Noctowl is generally overshadowed by other bird types like Pidgeot. The better stats and wider movepool makes those usually more desirable than a Pokemon like Noctowl.
Noctowls typing of Normal/Flying doesn't really give it much of an advantage. And it's movepool isn't the greatest. But I still like to try and challenge myself to make Noctowl useful.
