Noctowl can know Hypnosis which can put the target to sleep but only has 60 percent accuracy.
How the hell am I supposed to hedge my bets on a move with that low of a hit percent?
Not to mention the most powerful Flying attack Noctowl can learn is sky attack, but sky attack is physical, and not special. (noctowl is special attacker)
Not to mention the one turn cooldown after usage of Sky Attack. So even with the STAB. It's just.. Damn underwhelming.
Roost is a really nice option, but that permits that Noctowl actually suvives a hit or two. Which seems like, kinda messy. It gives you less options to attack with, less type coverage in favor of better survivability.
Psychic has 90 power and is special, but has no STAB.
Air Slash is special with the STAB, 75 power, and it has a 5 percent chance to miss because Pokemon decided it'd be funny to just make the move have 95 percent hit instead of 100.
Uproar is a special normal move, but it's unhinged and doesn't easily stop once started like Petal Dance. 90 power though and STAB.
The move tutor let's Noctowl learn Hyper voice which might be one of it's best attacks with 90 special Normal which gets the STAB.
