It doesn't even disrupt gameplay much, there's maybe one time throughout the game where you're stopped dead in your tracks to listen to what it has to say. The rest of the game, its dialog is displayed on the bottom screen.
S/M are loaded with way too much unnecessary dialog, but Rotom is not a part of the problem.
