All Pokemon are frequently portrayed all over the spectrum of awareness, intelligence, wisdom, and the like, very literally varying from "technically it has a brain" to veritable godlike minds. This is not something you can pin down without bringing in bias, and makes *any* given Pokemon a potential failure or pass: For example, Psychic powers do not equal intelligence, let alone awareness, and being a bug does not equal being a robot or childlike.
>CommunicationThis is the easiest, since Pokemon are often portrayed as having their own language that is somehow shared among them, and can understand human speech. Pokemon have and do get demonstrated needing to be taught commands and words for simple things like battle, though, much like how real world animals get trained, and this ties into the Int issue.
>Sexual MaturityEvolution is often as tied with getting stronger as it is with age, which makes this more difficult than it needs to be. You're generally going to want to avoid NFEs, and sexual maturity will probably involve years worth of time depending on the Pokemon, as well as evolution.
>Sexual MatchThis is the most restrictive thing, that is to say Egg Groups. Even if all the other stars align, you can't do much about it being a chandelier. The Human-Like Egg Group should be fine, and some of the others are questionable, but the Grass, Mineral, Amorphous, and Undiscovered Egg Groups would, flatly, not work. Though, Undiscovered is pending individual discoveries.
