Even if most don't have the means of communication there's still mons with level human intelligence and some that can understand humans even if they lack the means to talk back. You could probably teach them sign language or something.

The Harkness Test is flawed in its wording, but taking it at face value... 90% of them. Assuming we are talking about the anime setting where these creatures have been shown to be able to understand humans and learn how to speak, the only ones who would not be able to pass the harkness test would be the "Baby Pokemon" (as in the ones who are in the "Undefined Egg Group") as they are not of sexual maturity for their species (even if they could talk and were in their hundreds in terms of age) and arguably any Pokemon that has stated low intelligence. This would be like Slopoke or Clobbopus.
Everything else pretty much has the potential to pass the Harkness Test (note POTENTIAL) with enough time, practice, and maturity. Just like how Meowth did.

Now if we're talking game canon, this is where things get a little messy. Pokemon aren't as defined in this setting and the Pokedex is sparse on details and actively sometimes incorrect in terms of what these creature can or cannot do while still missing information. We also don't have a lot of scenarios where Pokemon and Humans are speaking more candidly with one another as we do in the show. With all of that in mind, by the existence of a random Honedge learning how to talk a little bit, a Mimikyu learning how to talk a tiny bit, a random Oranguru doing it too, and these Pokemon aren't explicitly mentioned in their dex entries (Which is unfortunately the only source of information we have to go off of for these guys) that "They know how to speak like humans" so its likely that they learned how to speak like this. Which tells me that there are capabilities a Pokemon is able to learn that's not mentioned in the dex, even those who don't have heightened intelligences (sans Oranguru).
So its not crazy to assume through hard work and determination any pokemon even in the game world could learn how to talk. Some are naturally gifted with a skill that lets them do this (Like Latias) but others have to work for it.

I do find it funny for that most of the waifufags pokemon don't have defined intelligence. Gardevoir, Lopunny, the eeveelutions aren't noted as being smart or having the ability to understand human speech. Gardevoir has the ability to use telepathy but it's unknow if they have the ability to understand or learn human speech. Prior gens had Ninetales and Latias who are said to be very intelligent to the point that it grants the ability to understand human speech and Slowking and Alakazam who are above human intelligence. In their same gen you had Metagross with the intelligence of a super computer and Latias and Latias with high intelligence while also understanding human speech and having the abiltiy to communicate with humans using telephaty.

Overall I think it depends which universe you value the most, the PMD and anime universe are much more welcoming to Pokemon in that department but in the games you only really have the Pokedex and that makes it seem like intelligent pokemon are only a handful.

Well I can see it but at the same time the dex doesn't shy too much from presenting pokemon as intelligent in their dex entry. It's a possible one but it's not absolute as other pokemon listed ITT.

Honestly it's very vague. I could say that owls have highly developed brains and i wouldn't be wrong, for their brains are extremely developed for sensorial purposes (precise night vision, acute hearing, sense of direction for flying through the trees and not missing their prey), but their intelligence is very low compared to other birds', which in general are some of the smartest animals in the world.

Yeah the discussion is really dumb, look probably. In the anime we have seen a Ralts use telepathy to speak with a human before and from long distances at that. So yes it could easily consent to stuff using telepathy to talk with people, and it might not even need the ability it could just be something they could do because they have a strong bond with someone or they just practice it a ton and figure out how to do it.

The reason this argument feels so dumb to me btw is that when talking about Gardevoir its a super powerful psychic/fairy pokemon that has the apparent ability to open black holes and see the future and warp reality...these are powers that I look at as incredibly crazy strong. Telepathy is nothing compared to that stuff. Humans in the Pokemon world have psychic powers and can use telepathy, a Gardevoir reasonably should be able to just do that.

The problem is does it have the capacity to understand the concept of consent? They could be powerful psychic creatures but that doesn't necessarily translate to having the ability to understand those concepts. It's the reason sex with minors is highly illegal and immoral. A Gardevoir may have the ability to use telepathy but nothing is said about their intelligence and their ability to understand the concept of consent as dumb as it sounds.

Probably. Assuming Pokemon age and understand concepts like consent. They do seem to understand consent in the anime as they very clearly can say yes or no to romantic attractions. The video games do not on the other hand touch this subject matter. Pokemon love is not really shown there.

There is one Pokemon that speaks in the games and shows a wide range of emotions and emotional maturity: Rotom. Rotom seem to understand people just fine even while not inside the Dex, they just understand us, while inside the Dex they are able to communicate with us fluently. They think a lot like us, except they have internet in their head and can basically go from friendly to number cruncher when needed.
Again, even with this though, we don't see it communicate with other Pokemon or translate for them on the regular....except in the anime which as stated before shows more Pokemon/Pokemon interactions and Pokemon/Human interactions.

The fact that the dex feels the need to specify that certain Pokemon are as intelligent as humans (like Dragonite) or capable of understanding human speech (like Lapras) heavily implies that most Pokemon can't do that.
Most Pokemon likely have intelligence more on par with dogs. They can understand simple one or two word commands, but you can't ask them a question and say "bark once for yes and bark twice for no" and get a real answer.

But we see them do this exact thing in the manga, anime, and games. They respond to questions and understand what you ask them stuff.

Having "Telepathy" as an ability doesn't necessarily mean the pokemon can communicate telepathically. In game, all Telepathy does is allow the pokemon to avoid allies' moves. It could be that humans named the ability Telepathy.

I took a hot second to look through this interview and I think that the people making this franchise kind of accept that nothing is truly set in stone with the lore and they're just sort of making stuff up as it goes on. They have a cool idea and they run with it, it doesn't have to make a lot of sense in the grand scheme of things and probably doesn't have a ton of thought put into it (like they don't know every waking thing about a Pokemon they made) and that's okay. Its a part of the game: The mystery and guesswork put into it all. I also think they do this to keep it open so they don't put themselves with massive constraints and can do whatever they want with these creatures for their stories and the players.
