The pokemon in the show don't all behave explicitly like animals (A lot of them don't even take the form of animals - one's a pair of swords, some are extraterrestrials and some are straight up deities) and in the PMD games they are capable of forming diverse, complex, cohesive societies with high levels of technological development. It's less obvious that they are sentient in the main games because the main games are basically Japanese Children's Hobby Simulator 1998 - Bug Catching Edition™. The aim of the game is literally to "Catch 'Em All"
