When a "suspect test" is called, you just have to reach a certain ELO rating with a fresh account to earn the ability to vote on the suspected Pokemon/item/ability. If 50%+1 of the community votes to ban in a suspect test, the Pokemon/item/ability is banned in that tier, but not any of the ones above it.
So, take Slush Rush for example. Pokemon were abusing the fuck out of that ability in the Never Used tier and it made the players miserable. It was suspect tested and banned, therefore making Slush Rush unusable in NU. It is still usable in RU, UU, OU, Ubers, and Anything Goes, but it's not nearly as good in those tiers aside from Arctozolt, which got banned from UU.
