I imagine L*af has already been majorly replaced before/during Let's Go's development process, so she is the canon character. The FRLG girl was always a beta concept just to give a gendered choice, but likely never meant to be an actual separate character. Hence never appearing in anything canon, alongside Red, or in more "recent" remakes like HGSS or LGPE
