That said properly training and breeding a pokemon is very time intensive and most people are very unwilling or unable to invest that much time.
Some are used to using things like the Pokemon Showdown and have grown so accustomed to it and the ease of which it allows customization that they forgot the attempt at individuality the IV system is implemented for.
Some of these people don't look at it as a pokemon that caught or bred or the story that comes with it. They see the numbers and the competition.
Some of these people just really want a Shiny pokemon and after trying for XXX hours are fed up.
Some of these people are assholes and just want their aimbot.
I see both sides. I have a "shit" team. They are all dogs. I traded and bred them into balls I liked, gave them egg moves I wanted, Got the IVs close with out the judge. I played through the whole game. I remember awesome moments like when when My lvl 50 Absol "ABSOLUTION" Dodged 2 Blizzards and Crited 3 times back to back killing Reds Lapras and finishing off His Charizard. After I got to look at it's stats from the judge I saw it had Best Attack and got Absolite as a victory gift for it. That felt really satisfying since the first time I fought him he kicked my ass because I was too defensive.
An acquaintance had no time to play and really wanted to play with their son who was at Poni Island. They were at MeleeMelee so I helped them out by injecting 2 of each non legendary Cat pokemon at level 1 with sweet moves, boss IVs, Shinies and half with Hidden Abilities nearly all female. They didn't know shit about that aspect of the game but I assured them they'd be good when they got some levels and they'd give their son a run for his money.
