Goodra was shit on release SoloQ so Timi had to buff it with a faster CD charge Unite and more life steal from Pulse.
Umbreon itself is balance on its release because the carry build Foul/Snarl is solid damage/cc but very little sustain. Wish has good recovery and takes times to activate which makes it balance and mean look cucks fragile mons but Look/Wish is not a carry build since the damage you will do is pathetic so you are relying on teammates from SoloQ to follow up on targets hit by mean look.
Lapras was the only defender out of the 3 busted on release because of Bubble being both a stun/ small shield, fast charging Unite with fair damage, but the most busted move in her kit was water pulse, not for its damage but for it triggering Lapras boosted auto life steal making her immortal but also easily capping over 100k damage as Lapras literally carries her team to victory.
