The regular Lugia is pretty sub par because most people run GX over EX nowadays. Volcanion is actually very good for your deck because he puts more energies in play to charge up Delphox's damage, maybe buy the Volcanion theme deck from the shop to get 2 more Volcanion? If you had three Volcanion you could drop the Wishful Baton for another Choice Band. I would try to pick up more Rare Candies and a fourth Delphox so you can run the Delphox line 4-2-4 with 2-3 Rare candies to support it. You could also try to pick up a couple Volcanion EX or a Turtonator GX, they're pretty easy to pick up for one pack each, are good tech for what you're doing, and they'll let you start building into Kiawe's Fire Factory if you wish. With all that energy recharging from 3 Volcanion you don't really need the Energy Retrieval (you want the energies in play for Delphox) but if you're still worried you could replace the Brock's Grit with a Fisherman so you can cycle energies back to your hand rather than your deck. You could replace the Professor's letters with Energy Lottos so you can snag DCE as well, but it's not guaranteed, same with Max Elixirs. Maybe also run less pokeball cards? 3 Nest balls and 4 Ultra seems excessive. Wally also seems excessive when you're already running so many supporters and Rare Candy. Hau can just be another Kukui or N. And why bother with a Team Flare Grunt when you want your opponent to have energies in play for massive Psystorms?
