More importantly is looking at the wider picture. Pokemon is a children's franchise, pokemon has also made it clear that the Pokémon are *NOT* people and they keep presenting the Pokémon as being more like animals.tban anything else. This is where the imagery they use comes into play.
It's a very reasonable conclusion to say it doesn't happen. We never see it happen. Even with Pokémon that show affection none of the human characters return it like with Marnie or Chikorita. It's as if that's not morally right within the Pokémon universe instead the human character *rightfully* treat it like a phase and not something that any moral person should do. Therefore based off this we can conclude that even if the Shinnoh myth did happen, most likely it's just flavor text, than the fact that it doesn't anymore is probably because modern Pokémon society sees those types of relationships as immoral and unjust. This is why I bring up parallels to real life societies that involved themselves with beatiality. For the Hittities having sex with a horse was frowned upon but not 'illegal' in the sense that you would be put to death if you had sex with other animals or even less strict that having sex with foreigners or a prostitute.
