His gimmick seems like its supposed to be Baton Passing since he's got Minimize, Stockpile, Substitute, Tailwind, and his signature move which gives a bunch of stat boosts, but his defenses are so terrible that you're unlikely to be able to stall longer than a couple turns before he's OHKOd by a rock
