Lot of Smash fighters have their own villainous counterparts in the game as playable fighters (Ridley, Bowser, K.K Rool, Ganon, and even Mewtwo for say Pikachu and the other mons). Giovanni also sounds like the best candidate, but in all honesty, if we ever do get another Pokemon Trainer fighter, it deserves to be Gold.
I do like the thought of having some type of gimmick that would make Giovanni as a whole play differently from Pokemon Trainer and at the same time show off Giovanni's villainous style, like having all 3 of his Pokemon hit way harder than all of PT's mons but they also damage themselves (not necessarily like that but you get the idea).
