Honestly, there's no reason why they can't patch pokemon in. It's the best of both worlds. Instead I feel like they're saving it for the next version or next region.
Also, the culling wouldn't have hit nearly as bad if the games actually showed a vast improvement. Instead the games feel less polished then Sun/Moon. The "improved animations" are not there.
From a business point of view they should have never released this info at e3. They should have instead waited to reveal it when they inevitably show off the new Refresh/Amie for this gen. They gave us nothing to be excited for at e3 and just gave us bad news so how could anyone be satisfied right now?
