Because there wasn't a single thing in the game besides him and others NPCs mentioning it that could've lead you to actually believe that, would've worked better if you had find him in weird places across all the region or something but SwSh is utter shit, it's not like that I expect anything else from them. Sad that he's still stuck in such a trash game, so I believe Masters can do him a little bit better.
