Turned out to be a kid's PE kit in a forgotten bag, but we went into lockdown for two hours whilst the bomb squad turned up, by which point we'd been sat in a very cold building and were absolutely freezing. I don't know who gave him the bigger bollocking, his mum or the bomb squad.
