The basic formula is this:
>Skarmory for Spikes and phazing and potentially Toxic; + physical defense wall>Blissey for special wall, status spreading, and potentially cleric>Gengar (bulky) for spinblocking (preventing Rapid Spin)>Tyranitar for setting permanent Sandstorm>Starmie for Rapid Spin and self-healing. Or Swampert for cockblocking physical attackers.The goal is to set spikes and wear down the opposing team. It is easily the most predominate team archetype in the meta, excessively used at the mid- and high-level.
Stall is so easy to use in gen3ou because of how many incredibly bulky Pokemon there are, few hard counters to them there are, and the viability of defensive / stall tactics (Toxic, hazards, Wish, Heal Bell).
Even when they aren't using hard stall, the chances of you running into a team on ladder using zero stallmons is essentially zero. Suicune, Celebi, Jirachi, Skarmory, Blissey, all of these are nigh overpowered in terms of their stopping power, and so easy to slot into a typical team.
One may go so far as to say that on a scale of cancer to bulky balance, the majority of the teams in the meta could qualify as stall.
If you don't bring a Heracross or a Ludicolo, you will find yourself having an annoying time trying to break strong defensive cores.
