Steelix doesn't float. It's just like all those fish Pokemon that "float" in the air in the battle; they aren't actually floating, they're actually completely useless on land. The game just lets you use them for gameplay purposes because it wouldn't be very fun if certain Pokemon were unusable in 90% of battles.

one of the first overworld pokémon you run into in the wild area is an onix. it slithers around normally. steelix floats because that's what it's always fucking done. they could have just copied onix's animation if they wanted to, but they didn't. sword and shield have shitloads of flaws but this isn't one.
