There is no way Delphox could beat out Ninetails in moveset fight, not for this task. Maybe they could agree to take turns but more likely a Ninetails wouldn't want to share what shes taken as hers.
Plus if you go into anime abilities Ninetails can create powerful illusions she can use to talk in human languages to her trainer and manipulate them into thinking the illusions have solidity sort of like Zoroark but harder to see through. I imagine that is another tick in Ninetails favor.
