Goh is the main representative for the Go franchise in the anime, which is still very important for TPC in terms of money (PLA gameplay is super similar to Goh's style of catching too) AND also a /cm/ character people can like because he's a boy with cute interactions with other members of the cast.
That's why creating Goh was a smart move, he compresses both his designed role and a niche they are exploring after SM, which had a larger cute girl cast.
