It's a neat idea to consider but people immediately start making any connection that pops into their head and goes into Game Theory tier bullshit
The most you could say is that maybe there was a town analogous to Hiroshima and they decided to put their "ancient weird gimmick thing mini-dungeon" there, for reasons known only to them, but spinning this into some elaborate social commentary/creepypasta bullshit is ridiculous.
Game Freak isn't known for their subtlety, look at Victini for how they actually played out something like this concept.
