A while back, there was (probably still is) this poster on... I can't remember if it were /v/ or /co/, who decided to go on a war against anything he perceived as being pony-related enough to be in /mlp/ instead. So he started spamming threads he perceived as sufficiently pony-related, and drew parallels to if an adult fanbase suddenly sprouted around Barney the Dinosaur. Hence, the name "Barneyfag" to describe him and the numerous copycats that arose.
Essentially, Pokebarneyfag would be "a Barneyfag, except he's against Pokemon instead of ponies".
