The pitiful movepool and terrible base 70 stats across the board requires some considerable tweaking.
It has next to no physical move coverage, so I would ideally want to sacrifice Atk for other things, but the perfectly even stats across the board seems like a pertinent identity thing worth keeping.

In addition to changing the type based off of weather, Forecast now also gives a 10% damage boost to STAB moves of the new typing, and gives +2 priority to weather setting moves.
Gains access to Mist, Misty Terrain, Aurora Veil, Heat Wave, Gust, Discharge, Volt Switch, Morning Sun, Splash, Whirlwind, Signal Beam, Freeze-Dry, Twister, Fairy Wind, and Mud Sport.
Also introduce a signature item for each form:
Rainy: Acts as Damp Rock, Electric moves gain STAB bonus.
Snowy: Acts as Icy Rock, all opposing status moves get -1 priority.
Sunny: Acts as Heat Rock, Sunny Day now produces Extremely Harsh Sunlight like Desolate Land.
