It wasn't inconsistent like in later generations. Red always has Bulbasaur, and there is art of Blue with Charmander and Charizard too.
He's probably not going to have it but he'll pretty much never have Blastoise. There are even interviews talking about Bulbasaur being Red's canon starter.
