Second hand sellers know people love Hex Maniac so much they're willing to pay thousands of dollars for her.
There is no such case for Leaf. There is no buzz in the fanbase begging for Leaf merchandise. Nobody would shell out entire paychecks to buy a piece of cardboard paper with a Leaf picture printed on it. So Pokemon ignores her, as they have every right to.
