It's really touchy because you risk making some dragons insane in expanded with new buffs + double dragon energy. Even though it's a really boring fix, I guess you can bring DDE back. Only real thing I'd worry about then would be Noivern-GX getting relatively easy item lock going. That said, every noibat so far being colorless helps a decent amount balancing that since it's clunkier to make the attachments.
Maybe some fusion of Rainbow and Strong would work as a cool replacement? Rainbow energy without the damage counter you can only attach to dragon and gives dragon mons +10 or +20 on their attacks maybe?
Something like BKS Smeargle with unlimited uses but for Dragon-types only would be another interesting spin to resolve those funky energy costs.
Outside of that they could just try making wacky neat support. Speedtina was mad fun to play in 2015-2016 since it had unique support mons like Hydreigon and Reshiram. Through weird shit out there and see what sticks, I guess. Maybe a mon with an ability that allows you to, once per turn, attack a basic energy to a dragon-type that doesn't have that basic energy attacked already. Maybe make a Hoopa-EX style ability that nets you dragon mons.
Also, for flavor, I'd really like them to reshuffle weaknesses:

If not, maybe make some metal Pokemon weak to Fighting to compensate for having to tolerate birds and ghosts resistant to fighting.
