The first is Marril, introduced already in the Johto games. It gets Huge Power which doubles its albeit low attack stat, but it does get some decent physical moves in Double Edge, Brick Break (TM), Iron Tail (TM), Body Slam (Move Tutor), and even Belly Drum (Egg move).
Taillow on the other hand is this region's regional bird, and it can hit for decent damage early on with Wing Attack or even Quick Attack. It evolves at level 22 into Swellow, and while it doesn't get the best move coverage, you can equip it with the TM Steel Wing obtainable very early on in Dewford Cave after the first gym leader to help deal with enemy rock types. It also has the ability Guts, which under the right circumstances can make this Pokemon a deadly (already) fast Pokemon with a +1 stage physical attack stat under a status condition. It's a cool looking bird in my opinion, and since you'll probably want a Pokemon that can learn Fly anyway, it's not a bad choice at all.
