Mew is designed like a fetus, knowing transform and learning any tm simply goes with the idea of having limitless future possibilities.
Mewtwo is fully developed, it has reached its full potential so the idea just no longer applies.
It almost makes me wonder if the initial concept for them was to have the discovered Mew directly experimented on and turned into Mewtwo rather than Mew giving birth to a clone. It's a little weird to have the fetus Pokemon be a matured pregnant mommy when its design and abilities lean towards the feel of being underdeveloped with room for future growth.
