So after some testing I can conclude that THE set to go for at the moment is Razor Leaf + Shadow Sneak (at least for soloq).
Spirit Shackle is good damage, but the cooldowns on all his moves are atrocious so you want to be doing as much as possible while they're up.
Without Razor Leaf his mob clearing speed is dismal and his team-fight presence outside of poke is non-existent.
Leaf Storm is also complete ASS, take Shadow Sneak no matter what.
tl;dr: Needs buffs. I'd say save for Tsareena but she's free lol
