Go and cheek Misty's FRLG concept art if you think Masters as non-canon because that Misty should be 12 to 15 yet she is more well endowed than 17 year old Serena in the game and ORAS May.
Misty was curvaceous as May in the anime as well but she wore a loose top so her curves were hidden. However multiple frame has proven her to be curvaceous.
