imo the strongest Mom is probably Kalos Mom since she has a Rhyhorn and Fletchling while most of the other Moms have normal types, if they have a pokemon at all.
Galarian Mum might be a contender with her Munchlax, but it isn't completely clear if the two Budew that hang around outside your house belong to her
