I think this would be the best way to buff it.
A 120 in speed is excessive when it has Unburden.
It doesn't need to outspeed every scarfer other than Regieleki, Deoxys-S, and Ninjask.

Sceptile is one of the easiest ones to fix, just switch some stats around.
105 speed is more than enough with Unburden, and its physical attack should be higher than its special because its physical movepool is so much better.
