There are plenty of Pokemon that can be caught with little to no risk just by throwing enough pokeballs at them. hell, the safari zone and bug catching contests make literal businesses out of catching pokemon using no pokemon of your own with provided balls. And the games make it clear that even knowing intermediate strategies puts you above the average casual trainers, or at the very least the ones that do it on the side. You could probably make a decent living just off of battling casuals.
And that's not even getting into the fact that the Pokemon world has more advanced technology and generally speaking seems to have less crime and major national conflict. Even in a worst case scenario you're probably looking at a significantly higher standard of living than the equivalent scenario in the real world.
