It still gives a incentive for breeding or looking for good TVs but it doesn't effect the cap you can reach. Most pokemon really only care about 2-3 stats anyway. Note that having a variable cap on how many TVs you can give a pokemon by training gives weaker pokemon more rounded stats. Possibly the cap per stat could be adjusted as well for some especially weak pokemon.
TLDR: DVs/Stat Experience/Larc EVs but with a cap that doesn't punish you for finding something like a tyranitar with a nonzero special attack.
