It isn't though. At all. If there were status conditions for cutting both attack stats then defensive teams could just run both of them and utterly cripple the entirety of an offensive team's presence outside of physical fire types or special attacking whatever is immune to the hypothetical special cutting status. It would make the game hyper defensive and make clerics 100% necessary pokemon. The physical and special split works partially because they're not perfectly symmetrical, just like move counterparts of different types aren't and type match ups themselves aren't, giving different types different roles rather than being interchangeable and therefore largely meaningless.
